I have found that website which tried to build trackback to my site recently. It was in Akismet spam.

What is this kind of a website?
Look at the categories - there are numbers instead of names.
Can it be that it is scraper website or rss aggregator made with blackhat technique? I think this website is building up automatically.

Should i accept incoming trackback from that site or better to refuse as if it will get penalty from Google then my site will get it too?

This a wordpress blog, and the theme that you are seeing is the default template for wordpress.

Doesn't look like it has any PR ranking or any valuable content on it.
