What Does This Error Code Mean??

This error code appears several times in these posts.

Warning: ftp_mkdir() [function.ftp-mkdir]: Can't create directory: File exists in /home/wwwplr/public_html/wp/user/index.php on line 53


When I clicked on the hyperlinked [function.ftp-mkdir] it tells me

The requested URL /wp/user/function.ftp-mkdir was not found on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

The program is calling a process at function.ftp-mkdir on a server containing the path /wp/user.... Which server is this line referencing: my host or the host for the uploading utility?
